United Utilities Dials In on Leak Management

On 3 February 2026, U.K. water services company United Utilities awarded Tetra Tech a five-year agreement to provide its asset management and analysis platform, WaterNet. WaterNet unifies data from across the utility’s leak detection solutions to support decision making for pipe rehabilitation, improve demand management, and generate compliance reports.

United Utilities has already reduced its network leakage by one-third since the 1990s through a variety of techniques, including establishing district metering areas and deploying acoustic sensors. However, reductions must be increased to avoid penalties from the Water Services Regulation Authority. The Water Services Regulation Authority has set a target for U.K. utilities to reduce leakage by a further 17% from 2017 to 2018 levels for the current Asset Management Period cycle.

WaterNet was first developed by U.K.-based engineering consultancy Rural Planning Services. Tetra Tech acquired Rural Planning Services for US$641 million in 2023, and WaterNet is housed under its Tetra Tech Delta software platform. WaterNet modules have been deployed across 13 other utilities in the U.K. to support leakage management targets.
