Pure Synergy for Xylem Smart Water Acquisitions 

On 11 December 2017, water technology and solutions firm Xylem Inc. announced an agreement to acquire Canadian pipe diagnostics and analytics firm Pure Technologies.

Xylem touts the deal as an extension of its strategy to become a leading smart infrastructure provider, building on its acquisitions of Visenti and Sensus in 2016.

Pure has evolved over the past twenty years from a Canada-focused oil & gas field services and equipment firm into an international provider of asset condition and pipeline monitoring services for the municipal water sector. Pure has been evolving into a key data and analytics player, leveraging the data it collects on underground assets through its inspections to reduce non-revenue water.

Municipalities Monetizing Water, Wastewater Assets Under FMV Legislation 

On 1 November 2017, the Pennsylvania Public Utility Commission unanimously approved the US$159 million sale of the wastewater system owned by the Municipal Authority of the City of McKeesport to Pennsylvania American Water (PAWC)

This transaction represents the largest acquisition to be executed after a 2016 amendment allowing municipalities and public utilities in Pennsylvania to negotiate transactions based on fair market valuation.  To date, six states have adopted FMV legislation, although regulations vary from state- to-state.

U.S. Desal Trudges Towards Corpus Christi 

On 7 November 2017, the City Council in Corpus Christi, Texas approved an agreement with Freese and Nichols to begin planning the proposed sewater desalination plant.

The city has until 2 March 2018 to decide if it wants to move forward with the US$300 million project, which includes two 10 MGD plants. A critical hurdle in planning is the identification of offtakers, including industry, for the water to justify the project cost.
