On 27 January 2026, the Corpus Christi City Council approved a Reclaimed Water Supply Agreement with Koch Industries’ Flint Hills Resources, a refining company operating in Texas with a capacity of 343,000 barrels. The agreement allocates one million gallons per day of reclaimed water supply, with the potential to expand to two million gallons per day. This news comes weeks after the council approved a 30-year agreement with Valero Energy to supply up to eight million gallons per day of reclaimed water.
Corpus Christi is facing critical water supply constraints for its large industrial users, as reservoir levels have dropped below 10%, leading the city to declare Stage 3 drought conditions. To mitigate water scarcity, a US$1.2 billion large-scale desalination plant was initially proposed, but due to mounting costs and community opposition, the project was canceled in September 2025.
