Emily is a Senior Analyst focused on U.S. municipal water utilities, covering capital planning, infrastructure investment, and funding mechanisms. Prior to joining Bluefield, she helped rural utilities navigate a complex funding landscape at a technical assistance nonprofit focused on under-resourced communities. She later worked in business development at a Chicago-based engineering and urban planning firm specializing in green infrastructure and sustainable stormwater solutions.

Emily holds a Bachelor of Science in Marketing from Indiana University and a Master of Public Policy from the University of Chicago.
