Debt Wave Crashes on Abengoa Water 

On 25 November 2015, Seville-based Abengoa S.A., the parent company of Abengoa Water and Abiensa, filed for creditor protection in Madrid, a precursor to bankruptcy proceedings. Spanish industrial player Gonvarri Steel Services’ (Gestamp) offer to acquire 28% of the firm for €350 million (US$377 million) fell through the prior week. This, combined with weak Q1-Q3 results, sparked a downward spiral in share price from €0.91 to €0.25 in a matter of hours.

Abengoa began to confront its financial difficulties head-on in August 2015, when it announced a €650 million capital increase and initiated its search for a strategic investor.

Abengoa has a global footprint across water, renewables, cogeneration, and ethanol (bioenergy) sectors. Its engineering & construction (E&C) business, Abiensa, represented 63% of the parent company’s €7.1 billion revenues in 2014, while the water concession business unit, Abengoa Water, accounted for less than 1%, or €41 million, of total revenues.

RWL Water Strategy Taking Shape with New Deals 

On 18 November 2015, RWL Water announced a joint venture, RWL Water Mexico, with Química Apollo to pursue industrial water and wastewater treatment projects in Mexico. Mexico-based Química Apollo specializes in chemical treatment services in the oil and gas, power, and other industrial sectors.

US-based RWL was founded by Ronald W. Lauder in 2010 and has since expanded geographically through five key acquisitions– Nirosoft, Aeromix, Eurotek, Unitek, Tipton­– and key local partnerships in emerging water markets. The company has built a global position supplying water, wastewater, and reuse treatment solutions across municipal and industry verticals.

Only since 2014 has the firm consolidated its acquired brands under one global banner to present itself as an integrated solutions provider.

New Supply Strategy Surfaces for EPCOR 

On 1 November 2015, EPCOR Utilities Inc. and Arizona’s Maricopa Water District (MWD) signed a 50-year agreement allowing the purchase and treatment of surface water for potable uses in the Agua Fria district of the West Valley region. This agreement, the first of its kind between a private utility and irrigation district, reflects a shift in water allocation priorities from agriculture to growing municipal populations.

In Arizona, 65 irrigation districts supply the agricultural sector- the majority of which are located in the Phoenix Active Management Area (AMA), including MWD. MWD is an irrigation and water conservation district covering 60 square miles west of Phoenix. Its primary water off-takers are agricultural producers.

Alberta, Canada-based EPCOR is wholly owned by the City of Edmonton and the largest private, regulated water utility in Arizona. It currently owns and operates ten service districts in Arizona and has assets in New Mexico.
