However, the actual funds reaching end recipients are lagging, with only US$10.5 billion awarded to agencies and a mere US$1.3 billion paid out to states as of October 2023. This slow disbursement rate indicates a bottleneck in the allocation of funds, which may delay progress of infrastructure projects.
